Joseph Silva, a French diplomat, has been appointed head of the European Union’s delegation in Djibouti. He replaces Nicola Delcroix, also French, who is returning to Brussels. Silva’s most recent posting was as France’s ambassador to Yemen. He was expelled in September 2011, in apparent retaliation for France’s call for change in the regime of the then president, Ali Abdullah Saleh. 

Herman Portocarero, a Belgian diplomat, has been appointed head of the EU’s delegation in Cuba. He was most recently Belgium’s consul-general in New York and was Belgium’s ambassador to Cuba in 1995-99 and its ambassador to Jamaica in 2004-08. Previously, the EU’s head of delegation in the Dominican Republic, Irene Horejs, had been accredited to Cuba with an interim chargé d’affaires, Javier Niño Perez, handling day-to-day business in Havana. Niño Perez will take up the post of head of delegation in Haiti in August.

Bas Verkerk, the mayor of the Dutch city of Delft, has been appointed leader of the Liberal group in the EU’s Committee of the Regions. A member of the CoR since 2001, he succeeds Flo Clucas, a former member of Liverpool City Council in the UK. Doris Ansari (UK), Paul O’Donoghue (Ireland), and Gian Mario Spacca (Italy) have been appointed vice-presidents of the group.  Karl Åke Roghe of Sweden has been appointed head of the EU’s police mission in Afghanistan, with effect from 1 August, succeeding Jukka Savolainen of Finland.

Kenneth Deane, a British national, has been appointed head of the EU’s police mission in Palestine, taking over from Henrik Malmquist of Sweden.

Adam McCarthy has been elected president of the European Alliance of Companies for Energy Efficiency in Buildings (EuroACE). McCarthy, a director for government and trade relations at Johnson Controls, replaces Jonna Byskata. Céline Carré (Saint-Gobain Isover) and Susanne Dyrboel (Rockwool International) have been appointed vice-presidents.

Mansel Raymond of the UK has been elected chairman of the working party on milk and dairy products of Copa-Cogeca, which represents European agriculture producers. Sami Antero Kilpelainen from Finland has been elected vice-president of the working party.

The European Commission has appointed 12 new members of the 22-member governing board of the European Institute of Innovation and Technology.
